2004 has been a very good year in the Village of Roxana. It has marked many projects put in place to enhance future growth and economic development. We saw the completion of the Wagon Wheel Road and Hedge Road projects. These projects converted old oil and chip roads to concrete roads capable of meeting transportation needs of future business and development. Water and sewer lines were put in place in anticipation of this growth. Plans have been laid for the construction of a new wastewater treatment plant. Construction is set to begin when EPA permitting has been completed. New businesses have found a home in Roxana. The annual audit report shows the assessed valuation of the Village grew by 10%. This will result in a lower tax rate for the 2005 fiscal year. Even better is that this growth does not reflect the new assessed valuation of ConocoPhillips Refinery. ConocoPhillips has agreed to an increase in the refineries’ valuation from 160 million to 225 million, a 40.6% increase. ConocoPhillips has also agreed to make future investments in the Roxana facility, insuring employment and prosperity for many years to come. The Roxana Landfill is also experiencing increase in business. This will add future revenues to the Village. What does this all mean? It means that the Village will be able to continue providing services to its residents without increasing taxes. In fact, tax rates will continue to go down. As you drive down the streets of Roxana, you will notice many new improvements. Streets have been resurfaced, new signs have been erected, a memorial park built, a new playground for children and a new lift station on 8th Street. The Library and Park Districts have also made many improvements. We are all reaping the benefits of growth and prosperity. However, the most remarkable change in 2004 has been how the residents of Roxana have invested their time, energy and finances in their homes and property. Residents are taking pride in their community and it shows. 2005 will mark even more changes. Currently, bids are being taken for a new fire truck with delivery expected by the end of the year. Plans are being formulized to make further improvements to the streets and municipal infrastructure. The Beautification Alliance will be undertaking a Veterans Memorial Project. And be assured, your elected officials are working hard planning for our future. On a personal note, I would like to thank those individuals who have worked so hard to make Roxana a great place to live. A special thank you to the Village employees who give that extra helping hand above that which is required. A special thank you to the many volunteer firemen who fight the fires and make lifesaving medical runs. A special thank you to the auxiliary police officers that provide the added security at our homecoming and sporting events. And to the many who volunteer their time to serve on the zoning and planning boards, the Recreation Board and Beautification Alliance a special thank you.
